who use cell phones, computers, electronic gadgets and PDAs..
Larry Irving, remember him?
He worked under US Department of Commerce Secretary Ron Brown to insure lower income households were included in the 1990s Internet Bubble, even though the bubble burst. He dealt with the "digital divide" squarely.
These were people: black, white, hispanic, latino, and somewhat Asian - who people who studied it 15 years ago identified as living with disadvantages as the Clintonesque internet sector surged then burst in a bubble by late 1990.

The internet and cell phones have become central components of modern family life. Among all household types, the traditional nuclear family has the highest rate of technology usage and ownership.
..households with a married couple and minor children are more likely than other household types -- such as single adults, homes with unrelated adults, or couples without children to have cell phones and use the internet.
...high rates of technology ownership affect family life. In particular, cell phones allow family members to stay more regularly in touch even when they are not physically together. Moreover, many members of married-with-children households view material online together.
